Not an uncommon scenario. Unfortunaltely, the current version of ComOs
for the OR-U doesn't support this scenario very well. It only monitors
it's own transmit buffers to determine whether or not to kick in another
channel. It is an acknowledged problem and is being worked on.
Meanwhile, you'll have to use something else for that scenario.
