(PM) Circuit Disconnect?

Could somebody please explain what it means when the modem shows "Circuit
Disconnect" for it's disconnection reason?

M1 doesn't seem to be accepting calls properly. Incoming calls will hang with no prompt, then get disconnected, or PAP negotiation takes along time before establishing a network connection (if it gets to that stage). I put M1 into an ADMIN state to have it bypassed for incoming calls, and the problem seems to have gone away. Is this Telco related? A bad modem? Am I just crazy? :)

I also noticed that M40 reported the same thing, which is strange, because we only have 1 incoming T1, which I assume would be M0 to M22 (though we do have 48 modems in the box).

And speaking of only have 1 incoming PRI, will the PM3 reassign a channel to an unused modem, while I have M1 in admin state? :)
