(PM) 56k connections

We are having a terrible time with 56K modems. I've opened a ticket,
but yet to receive a call back. Config:

PM-3, Com/OS 3.7.2, new cards, CT-1.
Framing: ESF, Encoding: B8ZS, PCM: u-law
Signaling: Trunk E&M wink start
Receive Level: +2dB to -7.5dB
Alarms Violations

Blue 0
Bipolar 0
Yellow 0 CRC Errors
0
Receive Carrier Loss 0 Multiframe Sync 0
Loss of Sync 0

Three types of modems: Zoom, Motorola, and Practical Peripheral. All
flashed to the latest. One customer that's located across the street
from the CO sometimes gets 40K-44K, everyone else 26.4 to 28.8K max.
MCI Metro swears we are all digital with no A/D conversions. Digital
padding is set to 0.

It's been suggested that a reasonable test is to bypass the local telco
and come in via a long distance carrier. Done that, again typically
26.4 with 28.8K max. At this time it's not economical to switch to PRI,
cost 4 times CT-1.

Anyone who has a similar config working I'd love to talk.
