A traceroute from another host on your network would be useful for
debugging. Also a "show route" from the PM. If they are getting logged in
and authenticated RADIUS is most likely ok.
In the past, I've found this is almost always a modem a TCP/IP stack
problem on the client. Can you ping the user from the PM itself?
