(PM) IPX over FR using PM3

I am planning a POP which will serve ISDN and 56k, IP
and IPX. It will be connected to our NOC with frame-relay,
and I want to use (am committed to using, at this point) a
PM3 terminating a PRI. I want to be able to serve IPX to
our clients who have Cisco 1604s, as well as dial-up WindowsXX
clients on modems.

I ran across a technical note that says that IPX over
frame works only between Livingston routers. We use
Livingston access servers and Cisco routers. We are NOT
going to replace our Ciscos.

Has this situation changed, or is there any plan to make
IPX-over-FR interoperable with Ciscos? Or do I have to
install a separate Cisco at the POP, and create an intermediate
ethernet IPX network, to route IPX to our NOC and off to other
remote locations? This is a horribly inefficient fix to a
software incompatibility.

I don't know much about IPX over FR, but my impression is that
there is a standard protocol. Why doesn't Livingston, which has
supported IPX for a long time, comply?
