(PM) Problem with PM3 modems always DOWN

PM3 with five 10-modem cards. I am having problem with modems
in DOWN status and users are still connecting. I have 'set M?? off'
and 'set M?? on' a number of times with no effect. The only thing
that fixes this DOWN status is 'reboot', but this is not a good
solution when I have 40+ users online.

Has anyone seen this problem? Look at modems M40, M46 thru M49.
