Note that we never get a REPLY to anyrthing. Not ACK/NAK/REJECTs to our
requests. And they seem to be asking for things over and over.

Either their stack is hosed and isn't replying, or something is wrong on
the link (likely their end) and they just aren't seeing the data we're
sending to be able to reply to it.
