I hope we don't do that. It is immense overhead to maintain a full
packet monitoring state machine to confirm the same packets are coming on
regular intervals. And ONLY those packets - I mean, users can check mail
every 5 minutes if they are doing something else. This, to me, is needless
technical complexity for what is an administrative problem. A problem
other ISPs have solved quite simply with well written policy statements.

Nothing stops me from driving 80mph on the highway, yet the Highway Patrol
seems to take a dim view of it.
The hole you left can be closed with rules. Not every problem is best
solved with programmatic solutions. Here are the rules, break them and
you lose your account. So you get rid of the jerks and they go abuse
some competitor. And you have lines free for respectful users.
