I saw this alot while employed at livingston. There are two work arounds I used:
First if this second class c is only used for dial pools. Meaning only hosts will get assigned these addresses /32 netmask. you can set up a netmask table for the second class c with a /32 mask:
add netmask 192.168.1.0 255.255.255.255
this will get rid of the PMs pointing at each other for the full class c.
The netmask table is used for rip in post 3.5 releases.
Second if the second class c is used for more than just dial pools. you must use OSPF.
