IMO, this is the only way it can be done. I'm speaking entirely for
myself here.. I worked for an ISP before coming to Lucent/Livingston. You
must state very clearly in your AUP that any "unlimited/unmetered"
accounts are for _interactive_ usage only. There are simply too many ways
the reset the idle counter, it would be impossible to do this (Think about
how many ways there are to send data down the pipe...).

Definitely implement RADIUS Idle-Timeout AND Session-Timeout for all
non-dedicated accounts - this is NOT unreasonable--the only accounts that
should be able to sit on 24/7 are dedicated accounts. If you have not
structured your accounts/services in such a way as to enforce that
statement, then you would have a very hard time using any technical
fix, even if there was one, because you have not stated in your AUP
that this is not allowed..

FYI: My previous employer's policy stated a 30 minute idle timeout, with
an 8 hour "auto-logoff" upon which the user could reconnect right after
again if they wanted to. If the user has an auto-reconnect feature turned
on--tough luck--that is the nature of selling "unlimited/unmetered"
Internet access...

Sometimes you can call those users who you notice at the top of your usage
charts consistently and explain to them (politely) that they are using the
account as a "dedicated" account and give them the choice of lowering
their usage (read: "fixing" their e-mail client) or purchasing a
dedicated-class account from you....for some reason many seem to choose
the former.. ;)
