(PM) 10000 telnet port behavior ??

Here is an odd one, probably not used much - but I hope SOMEONE is
conversant with it...

I've got an external ASYNC RS232 device (behaving like a BBS for example)
plugged into a PM3E30. When I setup the ports as:
set s29 device /dev/network
set s29 service_device 6029
set s29 dtr off
It works fine. A "sh netc" shows the PM is listening on that port like:
308 0 0 portm.dom.com.6029 0.0.0.0.0 LISTEN
and a "telnet portm.dom.com 6029" WORKS JUST FINE.

I want to put a group of them into a "pool" and the docs say that using
port numbers in the 10000 - 10100 range will do that. However, when I set
set s29 service_device 10015
"sh netc" shows the port is LISTENing, BUT it will not answer on that port.
A "telnet portm.dom.com 10015" gives:
Trying 192.168.0.250...
telnet: Unable to connect to remote host: Connection refused
Anyone know what's up???

Probing further:

I followed the docs further and setup a username and so forth in
RADUIS users like:
useridx Password = "whatever"
User-Service-Type = Outbound-User,
Login-Service = Telnet,
Login-TCP-Port = 10015
Now you can telnet to the PORTMASTER's telnet port (23), login as "useridx"
and get connected to the serial port. Now it seemed to work for the most
part from the telnet side, BUT the serial port side broke... On the 2nd
and subsequent connects via telnet, the serial ports seemed to go into
a scenario where it was echoing all the characters back to the external
device... I suspect that it was sending out the "Login:" prompt for some
unknown reason and then echoing the "username" characters (but I didn't
have a protocol analyzer to verify it). At this point the portmaster and
the external device get into an infinite shouting match back and forth to
each other.

Bottom line: I'd really like to use the password protected mode in a "pool"
arrangement, but the "echoing" problem stymied me. However, even without
the password mode, I can't get the "pool" ports to answer the telnet.

Help!
