We use an MTU of 1006 because it's better for interactive response, such
as a telnet while FTPing. It really doesn't work because for PAP (which, I
believe is what Win95 uses), the MTU is negotiated during the LCP phase of
the PPP connection and thus PPP is already negotiated befor the user is
looked up.
