(PM) Global Village modem + PM3 - need help

First, please don't respond with "get a better modem" answers; the
people I'm trying to help are refugees from the ice storm[*]

We've kept our analog service, so we usually don't have to tweak user
modems into playing with our PM3s, and I haven't paid a lot of
attention to the "how to tweak modems" chatter on the list. However,
these people just landed in our newest service area, with only PM3
service, and we're their only local-call option.

They have two 14.4 GV modems, a PowerPort Gold and a Mercury. They
can connect, but at only 7200 or 4800. With a toll call they connect
to our analog service (PM2+Couriers) at 19.2/14.4, so the problem
isn't their phone line.

We've been through a wide variety of init strings - everything I could
find on the net.

Are they simply SOL with these modems?
