(PM) Unused channel?

One of the the ports (S29) in our PM3 looks to be ok, but it is
never used (Mdm On, Status IDLE, input 0, output 0). We have two E1
lines and all other ports are working fine.

sh s29 shows everything is ok, just like any other port. Resetting
the port doesn't help.

Any ideas, broken PM3, bad E1 line?
