That makes NO sense whatsoever... It doesn't matter if it has modem
cards or not if ISDN is being used.

And believe me, we HAVE had people install a PM-3 and not order and modem
cards and then call in asking why modems can't connect.

The modems are showing 'ready' - right?

Dial the number with a phone - do you get any messages, busy, tones, etc?
