Off-hand I can't remember the spec... *ugh* 15 minutes of web search

You must not be located too far from your C/O. Too far is
generally considered to be 5 or more miles, however the
distance does tend to vary slightly.

Overall it's a true statement though your telco could adjust digital
padding, but then it may just be to the detriment of customers close to
the CO...
