It isn't talking to the telco. The telco settings are not correct.
Either the switch-type, SPID, or directory number is off. Make sure that
everything matches just as the phone company gave you. After you've set
the switch type you also need to reboot. Do a "show s1" and "show s2"
make sure the SPIDs are correct, etc.
