(PM) OR-U help needed

I'm trying to get an ISDN customer up and running but am running into some
difficulty. The customer has an OR-U and is dialing into our PM3 but not
connecting. ISDN debug shows the following....

dial triadntr
Starting dial to location triadntr using S1
NC-CAP OR-U> S1: Sending Call Request - 35851882
S1: Received Call Sent
S1: Received Disconnect Cap Not Implemented
S1: Received Call Clear
S1: Redialing at alternate 56Kbps rate
S1: Sending Call Request - 35851882
S2: Register Failed - Telco Not Responding
S2: Received Disconnect Ack Temporary Failure
S1: Received Call Sent
S1: Received Disconnect Cap Not Implemented
S1: Received Call Clear

The customer told me that I would need to prefix our dialup number with a
"3" because his ISDN line was centex. I tried dialing with and without
the 3 prefix but I get the same results. S2 is still showing NO SERVICE
with the error 'spid not registered'. Any ideas on the error from S1 ??
