If the OR is on the SAME Centrex then you should most likely be dialing
just the last four digits (although this is not always the case, it is
about 85% of the time).
The reason the PM2 is trying a 56Kbps call is because the first attempt
(at 64K) failed. This is a fallback so that things will still work when
using facilities that do not support end-to-end 64K. The PM assumes since
the first attempt failed that was why.
