(PM) Can't connect PM2e to OR-U

Nothing I have tried seems to work. I have it setup to dial out to the
remote OR-U continuously. I have added the location and the route on the
pm2 and all of the settings are correct. I have added a location and
netuser on the OR-U. I do not neet a netuser on the pm2 because he does not
dial us. When I dial back to the OR-U I get some weird stuff. S12 and S13
are the ports.

S13: Received Call Sent
S13: Received Disconnect User Busy #Why is the user busy? The OR-U
is not busy,
but plugged in
and showing
a solid NI-1 light.

S12: Received Progress Internetworking Unspec #What does this mean?

S12: Received Disconnect No User Responding
S12: Received Call Clear
S12: Redialing at alternate 56Kbps rate #Why is it doing
this?

Any insight to these questions would be a big help.
