I assume you also added a "user" in addition to the "location" on each box
as per

Are you assigning the OR an IP address different from its IP address on
the local LAN (ether0) side (i.e. numbered vs. unnumbered link)? If that
is the case it may do just what you are describing. See

to see how to configure the location profile to handle this.
