I would find some example customers and ask them to tell you the routing
for their calls. For example: "Billy Bob lives over here in Flower Mound.
What route does his call take to get to my PRI and what equipment is in
the way that is doing A/D/A/D conversions?"

You'll probably find that there is something in a green box over in Billy
Bob's neighborhood that is causing the trouble. Good luck getting them to
do anything to change it.
