Everyone has given good cogent reasons why this must be the telco's
problem, so I feel very timid about asking what was my first thought when
reading the message:

Why are we looking at line1?

Doesn't the PM3 take its timing from line0? Shouldn't the singular T1 be
plugged into line 0, and shouldn't we be doing
show line0?
