(PM) dropping duplicate request for id

We are using Radius 2.0 on BSDi 2.1
We converting our Class C to a different Class C
The problem I am having is that I need to run two IP's
on my servers for a while till we can retire the first class c

206.75.189.10
207.153.28.10
Is to be the primary Radius Server
If I add the 207.153.28.10 IP to the Interface for the BSDi box
the Port Masters return the following error :
dropping duplicate request for id
and will not authentic the user

If I do not add the IP 207.153.28.10 the authentication works fine
DNS servers are updated to reflect both interfaces
All other TCP/IP services www ftp telnet etc work just fine
with both IP's
I have tried changing the PortMaster settings for
DNS servers
Authentic
Accounting
etc
and various combinations
I suspect the problem is in the radius configuration not the port master
and the clients file was updated with various combinations to no avail.
Could some one point out what I am missing . . . . .
