You set these ports to have a service_login of 'telnet [port]'

The only way to get this is if you configured them this way. And that's
bogus - unless you mean for shell users to telnet to port 6002 on the
login host.

What I suspect you were trying to do at one point was set service_device
to this setting to allow for outbound telnet to the port to talk to the
modem or something, and set the wrong param.
