The 9th modem caller should get a busy, and ISDN callers should be able to
connect. It also means that DOSBS ISDN callers will get busy - since we
can't tell modem calls and DOSBS apart until we answer we have to assume
they're modem calls so we don't answer without a modem when one is needed.

No more calls would be accepted. You should never use CT1 without enough
modems to cover all available lines. Unless you have NO modems in the
chassis. Then it will presume you mean to support only ISDN DOSBS and
it will answer and try DOSBS. (After all, why else would you all a 'voice'
call into a chassis with no modems?)
