(PM) Low connect rates with Zoom 56K

We have finished our upgrade from our PM2e-10 to a PM3 with 56K modems. I
have one user who was using a USR Sportster 33.6. When connecting to the
PM2e, he was getting 26.4 and 24.0 connections. When we changed to the
PM3 he started to get 33.6 all the time. I decided to use him as a test
and installed a new Internal Zoom K56flex modem. He is running Win95B
with DUN 1.2. We have the latest flash and INF files from the Zoom web
site. When connecting with the Zoom we always get 31.2, never higher. I
put the Sportster back in and got 33.6! Grrr. I looked at the PM3 show
modems and there are no retrains listed.

Does anybody understand why this could be happening? Or, maybe some
suggestions on how to get faster connects... Thanks!
