(PM) Connection Time takes 37 seconds

I have two types of access servers : Livingston PM2E and Cisco 2511.
Both Access servers authenticate using the same RADIUS server (2.0).
The authentication on the Cisco access server takes around 8 seconds
while on the portmaster takes 37 seconds.
Does Anybody have an explanation for this. and How to make the
authentication happen faster on the livingston?
