This is modems and not ISDN, correct? You haven't configured the ports
for software flow control have you? Make sure they are all set for
RTS/CTS and not XON/XOFF. (Though I'm not even sure that makes a
difference on a PM-3...)

Off hand I don't know of anything in a PM-3 that would prevent a binary
from being downloaded.
