This time, I got a gentleman who I would have to describe as "Old School."
Instead of blindly replacing repeaters and smart jacks, he pulled the
smart jack from its slot and whipped out his analog multimeter. He looked
at the needle for a minute and told me he would be back in about an hour.
When he came back, the line was working.
Turns out that it was a bad punchdown connection at the repeater. He had
noticed a _slight_ fluctuation with his meter which probably wouldn't have
shown up on a digital model. This proves that you need to begin with the
basics when troubleshooting!
