Set the service type to Network/Login. If they are calling in and no PPP
frames are detected, then the user gets a login prompt on the PM 3. Then
you can specify a host to telnet to after the login to the PM 3.
Otherwise, PPP frames are detected and PAP or CHAP negotiation occurs.
