I had a similar problem, but my signal strenght was always -22 to -15db.
It was my first PRI and the first PRI in the Telco CO as well, so we were
pretty lost. We talked to LE and they suggested to the Telco that they
"regenerate" the signal. On the SmartJack which was installed, there is a
switch they changed which turned the SmartJack into a repeater. This
fixed my problem and the db levels jumped to normal.
In my case, it was an internal house wiring problem...
