(PM) Initial PPP Negotiation on PM3 (fwd)

You can disable 'login' and only allow 'network' - but that STILL displays
the prompts to allow for scripted logins. There is no way to turn that
off.

Sounds like the client is messing up. They aren't starting with PPP, so
we're seeing non-PPP coming in which makes us believe it is a login attempt
for the prompts. Then they do send PPP but it is too late, we've started
taking the input at the prompt.
