(PM) PM3 CT1 K56Flex

Am in USWest land. Got a CT1/Trunkside (UAS in USWest terms) into a PM3
with K56Flex modems. I am testing using:

Livingston Portmaster
Model Part Serial

MDM-56K-8 750-8200S 2L01745

1. Zoom56KFlex Internall with latest 1.0002-K56_DLP-A Z201 flash
2. Motorola ModemSurfr56K Internal with latest V1.009-K56_DLP flash

Dialout line is plain analog in the same office as the PM3. I use this
line to dialout on both the Zoom56KFlex and ModemSurfr56K.

Test Situation A:
Dialup out to Motoral 56KFlex test #. Got on average 40K-48K with
both modems.

Test Situation B:
Dialup to my local competitor who also has PM3/CT1 same provisions
(esf, wink, b8zs) (we are both in DT) and got on average 40K-42K.

Test Situation C:
Dialup to my box PM3/CT1-Trunk side, got 26.4K to 28.8K, and never above
that.

Test Situation D:
Had some of my users with What ever brand K56Flex modems dialup, they get
on average 40K to 42K (max) SOMETIMES, but most of the time they get 28.8
or 31K or 33.6K.

Ideas?
