1. Without Stac as an issue multiline load balancing is a lightly better
performer.
2. However, Stac will not run across a multilink load balanced connection,
so you need to use multilink for Stac.

And no, ORs do not do MCPPP at this time. (Besides, that is only on
the receiving end, you wouldn't be able to use multiple ORs dialing out.)
