No, it doesn't mean that. It just means you can't do it reliably in real
time. You can Kludge up a Radius that keeps state information but at some
load point the system will break and you could deny service to someone who
is not logged on. Having someone log on twice is much less of a problem
than denying service to a customer in error. If you are having problems
with multiple logins or sharing of accounts, you can handle this easily
and make your bookkeepper happy. You scan the Radius logs and determing
if a customer has logged on twice. Then you bill them twice. Of course
for this to work you need them to sign their usage contract. If they are
going to share then you have the right to bill them for their usage.
Unless you are the phone company, the most expensive part of your business
is the dialup phone lines and comm server equipment. (The phone company
pays the real cost for the phone lines even if hidden in a subsidiary.)
