(PM) ether0 not responding... (fwd)

When this happens I'd connect over the console port or dialin and
'show ether0' and 'show global', as well as an 'ifconfig' - see what
the status and settings of ether0 show.

And you're sure nothing else has this IP. You didn't accidentally
give the same IP to a dialin pool or user? I've seen that happen - user
dials in, routing fries, user disconnects, all is well.
