(PM) Primary Access modem rack init string/method?

I support a small ISP which uses a bunch of random equipment and
modems, due to budget constraints. We have an old 3Com Primary Access
modem rack with eight modem cards. It used to talk to a 3Com Access
Builder and worked most of the time but had flakey firmware. We don't
have and I can't find any docs on this unit on the web.

This weekend we swapped out the AB for a PortMaster 2, and now the PA
modems do not answer. I set a fairly generic init string for them,
"AT&C1&D2S0=1\r^OK". But the modems to *not* answer the phone so we're
getting a bunch of ring-no-answer.

A former 3Com tech tells us the PA modems behave differently than
regular modems and that the AB term server initializes them in some
way so they'll answer the call, but he doesn't know how.

Anyone got any hints on how to persuade old Primary Access modems to
pick up the line so we can get them to work with our PM2?
