This is a bit overkill don't you think?

We track all users time and bill them for it. If somebody cracks and
account and runs up the hours we hear about it from our customer when they
get a $700 bill.

I agree that the problem needs to be fixed but having a security hole !=
being broken into. If that was the case everybody would be using free
accounts. The Internet is full of security holes
