You mean under 'show global'? That shouldn't play a role here. That just
means it isn't listening to learn a default route, or broadcasting its
default route. In fact, active routing protocols shouldn't be concerned
here. As long as everythign is on the same /22 logical network, ARP and
Proxy-ARP should deal with it.
