(PM) Users not able to connect, portmaster not answering, modems in admin state

I seem to have several problems with PM3s 3.7.2, PRI, 56K modems,
1400 customers. Listed below in order of annoyance.

Several people (probably 5-10%) can't connect to the Livingstons.
Init strings don't help; they have to go to our analog modems
(Multitech ZDX 28.8). Most of these are no-name MODEMs, but one I
know of is a Packard Bell 14.4.

At least twice the portmaster has just stopped allowing people to
connect; everything looks normal, but I probably don't know what to
look for. The PM3 will answer and give dead silence or a long tone.
Resetting MODEMs doesn't help; reboot is the only solution.

There are still a few modems going into ADMIN state, but at least the
whole box doesn't lock up.

I'm not sure, but I think one of the boxes has rebooted maybe 2-3
times since it was installed.

Am I the only person having these problems?
