(PM) ISDN rollover problem

I just had a new ISDN POP installed and am having rollover problems.
System is PM-2E with the BRI card and ComOS 3.7.2. ISDN debug shows

S27 (13:2) Confirming Connect - 56Kbps / Data (b2 ref:a9)
S27 (13:2) DISCONNECT_ACK inavlid state 3
S27 (13:2) DISCONNECT_ACK
S27 (13:2) CALL_CLEAR

The technotes are not real clear what "inavlid state 3" is

Any ideas?
