(PM) Problems connecting to certain sites

Ok - here it goes:

We have several dialup pools served with pm-25's running ComOS 3.7.
We have had several calls regarding a few specific sites (the list is up to
8 now) from a few customers (that list is up to 6 now) that cannot be
reached. The customer's browser connects to the location and just "hangs".
The problem is that I cannot replicate the condition. The customers radius
entries look like this:

DEFAULT Password = "UNIX"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Routing = None,
Framed-Compression = Van-Jacobson-TCP-IP,
Framed-MTU = 1024

I've tried 1500/736 mtu's and no compression to no avail.

the portmasters are configured very basic:

static default route to our Cisco 4500
no rip
no ospf
no bgp

the 4500 sees arp entries ok

Other customers don't have this problem and I don't have this problem either
from my Lan, the terminal server lan, or on dial-up. Traceroutes run as
expected. Normally, I'd say user error or such, but I've had the same sites
give problems on different customers. (for example : www.wsj.com)
