Sounds *exactly* like what the WebRamp m3t does. Takes one user's requests
and proxies them into multiple users to spread the load. It only benefits
simulataneous multiple downloads - like a webpage with multiple images.

It doesn't speed up a single file download at all - it all goes over one
modem. And it doesn't help interactive sessions, gaming, etc. A one
trick pony.
