By design, both the dialin server and Radius are 'stateless'. To prevent
multiple logins, you need a control mechanism 'behind' Radius. This
could either be a script processor or preferably a database that keeps
track of the current user status ('not logged in' or 'logged in N
times') in realtime. So you can manage (and sell!) accounts with 1-N
parallel logins.

You didn't mention your OS, for Win NT there's a Radius server with this
feature (and several others ;) available, see www.iea-software.com.
We're using their product with a SQL user database for more than a year
now, and it works fine. Gives you all the flexibility you'll need.
