(PM) Modem Problems

Today a technician told me that he was getting a busy signal on the PM, now
I new this to be impossible because there were only 9 people showing as
loged on. However sure enough I got a busy signal. I checked the modem
status and found that all except the ones in use had a status of ADMIN, and
I could not turn the modems back on. In the end I had to reboot the
portmaster. Anyone know what could have caused this and how to prevent it
from happening again?
