Replacing the line means precisely dick. (Ok, who *didn't* see MIB?)
Seriously, they probably ran the line from the same CO - probably just
switched the pair he was on in the cable.
If the CO he is calling, or even just the switch he is on in the CO, is
not the same as the other callers, it means nothing. He could have an
extra A-D conversion, he could be on a SLC with muxing, etc.
If possible, see if you can get him to try it from a location where it
is working for others.
Oh, and hte obvious, make absolutely sure he is running the same rev of
modem code as the working users and that he isn't an oddball with early code.
That'll never work.
