There may be a situation the other way round. The client want's to be
called back by you, the ISP. And the client expects to get it's call
rejected and instantly called back. Impossible if you're using a PM3.

(Probably more realistic situation when you're not an ISP but a
central office for telecommuter (??)).

WRONG. The Radius accounting logs successful PPP connections only. And
the syslog written by the PM doesn't give you any information about a
successful connect (a connect you're charged for).
