I'd say it is related to the RAM level.

Things will begin to fail. It may reboot. Basically it just starts acting
flaky. Things that need RAM (like a FLASH read/write) will fail, etc.

Can't say without knowing that 206.40.79.221/32 is - part of a pool? A user
with a static IP?
