I saw this kind of behavior around December of last year for people
calling between COs. My circuits are served out of two different COs. Our
users are served from those two COs plus at least 3 or 4 others. The
problem, in our case, was lack of interoffice trunking between two of the
COs. This was prior to the time I installed any PRIs so this was all
analog circuits on my end.

A simple test is to see if you get the same results for intraoffice calls
as for interoffice calls. You can still get blocking inside a single CO
due to switch capacity but that is a different issue.

The solution was for SWB to install additional trunking between the COs in
question. Fortunately, the local CO folks are helpful and we had no
problem getting this done.
